The Planning and Zoning Department is responsible to uphold regulations for the use and development of land according to laws established by the State and Federal governments as well as the subdivision code and zoning chapter of the Town Code. Residents of the Town should contact us for applications and assistance when planning to establish a business, to construct a building, or to make a change to their property. We will advise you of applicable laws and specific zoning regulations, review your plans, issue any required permits and inspect your projects to ensure they are in compliance with the laws. We enforce laws which apply to junk vehicles and property maintenance. The Planning and Zoning Administrator is also the Flood Plain Administrator. Flood maps for the Town of Owego are maintained in this department. This department keeps records concerning the planning and development activities within the Town and provides staff support to the Zoning Board of Appeals, the Planning Board and the Town Board in carrying out land use, planning and zoning functions of the Town.

Each member serves a five year term, with one member’s term expiring December 31st of each year. Meetings are regularly scheduled for the first Thursday of each month at 7:00 PM and are open to the public. The Zoning Board of Appeals has the authority to grant Special Use Permits, Area and Use Variances as well as make interpretations of the Town’s zoning regulations, which are contained in Chapter 125 of the Code of the Town of Owego. Town of Owego Planning Board The Planning Board is a seven member board appointed by the Town Board. Each member serves a seven year term, with one member’s term expiring December 31st of each year. Meetings are regularly scheduled for the fourth Tuesday of each month at 7:00 PM and are open to the public. The Planning Board considers requests for site plan approval and special permits for extraction of natural products (mining) and telecommunications facilities. They also make recommendations to the Town Board for rezoning requests and special permits, as well as to the Zoning Board of Appeals for Special Use Permits.
